As its name suggests, the merkin permit crab is THE crab for permit: its weighting allows it to stay on the bottom (Del Brown recommends leaving it completely still!) without catching the bottom (the hook is positioned towards the surface).
If you don't get any bites after this stop on the bottom, move your merkin crab 2 or 3 meters and leave it inert on the bottom again.
And what is valid for the capricious fish that is the permit is valid for many other sea fish: you have to imitate as much as possible the attitudes of a real crab , in particular these 'movements/motionless stops'!!
